BlueRock Energy Capital is an independent oil and gas producer finance company that provides growth capital ranging from $1 to $10 million to independent producers for reserve-based acquisitions and monetizations with associated production enhancement and/or development.

Catherine L. Sliva, Partner
Cathy Sliva is a founding partner of BlueRock Energy Capital. Prior to creating BlueRock, she spent 9 years in energy finance with Tenneco Ventures, Domain Energy, and Range Resources. Cathy has more that 30 years of diversified experience in the energy industry. She began her career as a petroleum engineer with Tenneco Oil, and has enhanced that platform with extensive experience in petroleum economics, strategic planning, investor relations and corporate strategy. Additionally, she has the experience of participating in the creation and start up of two new companies, a management led buyout, an IPO, and a corporate merger. Cathy is a registered professional engineer and a 1980 graduate of Texas A&M University, with a degree in Petroleum Engineering. Ms. Sliva is the current vice chairman of the Texas A&M University Petroleum Engineering Industry Advisory Board and a member of IPAA, SPE and TIPRO.
David Stevens, Partner
Dave Stevens is a founding partner of BlueRock Energy Capital. Prior to BlueRock, he spent 10 years in energy finance with Tenneco Ventures, Domain Energy, and Range Resources. Dave has more than 30 years of diversified experience in the energy industry. Dave began his career as a prospect generating exploration geologist. He has had extensive exposure to all aspects of small E&P administration including prospect generation and promotion, land acquisition and maintenance, drilling and production operations, economic analysis and reserves estimation. Additionally, Dave broadened his career while focusing on strategic planning for Tenneco Gas, including supply, demand and price forecasting, geological basin studies, and analysis of strategic gas marketing alternatives. Dave earned his B.S. in geology from Louisiana State University and an MBA from the University of Houston.
R. Scott Abel, Partner
Scott Abel is a partner of BlueRock Energy Capital. Prior to joining BlueRock, he spent 4 years in energy finance with Domain Energy and Range Resources. Scott has over 25 years of technical experience in the petroleum industry. He has a very broad level of experience covering all phases of oil and gas operations, which include drilling and production operations as well as reservoir engineering, budgeting and economic analysis. His talents and experience also include extensive state regulatory knowledge, ad valorem tax evaluations and procedures, and management of contract operated properties. Scott is a 1984 graduate of Texas A&M University and is a registered professional engineer.
R. Allen Shook, Partner
Allen Shook is a partner of BlueRock Energy Capital. Prior to joining BlueRock, he spent 8 years with Range Resources and its predecessor companies (Domain Energy and Tenneco Ventures) also generating, evaluating, closing, and monitoring reserve-based financings. Before that he was in engineering and management positions with Maurer Engineering, Magnolia Methane, Gas Research Institute, and Tenneco Oil Company. Allen has 30 years of experience in engineering, operations, financial analysis, transactions, and technology development and technology transfer. Allen has a BS in Petroleum Engineering from the University of Texas, an MBA from the University of Houston, and is a registered professional engineer. He is active with the Society of Petroleum Engineers, most recently by serving 6 years on the Gulf Coast Section’s Board of Directors, including Chairman for 2007-2008.
Stuart Rexrode, Partner
Stuart has joined BlueRock as the latest partner. Prior to BlueRock, he spent 10 years at Just Energy, a North American wide electricity and natural gas retailer, where he served as Senior Vice President and General Manager of the South Region, and Vice President of Finance and Business Development, where led all business development and M&A activity. Stuart was one of the five founding partners of Just Energy Texas, a Texas-based electric retailer, which was sold in 2007 and was later renamed Just Energy Group in 2009. Prior to Just Energy, Stuart served 9 years at Enron Corp, where he held positions in Oil and Gas Producer Finance structuring debt and equity investments with independent producers. He also served in Enron’s Retail division structuring comprehensive Energy outsourcing transactions with Fortune 500 corporations, residing in both the United States and London, England. Prior to Enron, Stuart served 2 years as an Aerospace Engineer with McDonnell Douglas in Houston. Stuart holds a Bachelor of Science degree in Aerospace Engineering and an MBA, both from the University of Texas at Austin.
Lucynda S. Herrin, Controller
Lucynda Herrin assisted with the formation of BlueRock Energy Capital and has worked with the Partners for twenty years at Tenneco Ventures, Domain Energy and Range Resources and BlueRock. Lucynda has 28 years of diversified accounting and finance energy industry experience including producer finance, revenue, partnership, royalty, reporting, budgeting, analysis, SEC reporting and acquisitions. Additionally, Lucynda has managed the accounting for private and public company start-ups, buyouts, mergers and IPO's. Lucynda began her career with Tenneco Oil in 1981 after earning her Bachelor of Science in Accounting from Florida State University in 1981. She is a Texas CPA and a member of the Texas and Houston Chapter Society of CPA's and Petroleum Accountant's Society of Houston (COPAS).
